«The Sharia Policy in Reforming the Shepherd and the Flock». It is a book by Ibn Taymiyyah that he wrote in the form of a letter to one of those in authority, and it included what the Muslim ruler must do in terms of fulfilling trusts, and ruling between people with justice in terms of limits and rights. It came as a comprehensive letter that explained the whole of just policy, and the righteous guardianship of the ruler in the manner that God Almighty sees from every ruler.
