He was an example of a just ruler and skillful politician. he was a Muslim that adhered to his religion while being at the center of command of the Muslim armies in Persia, al-Sham and Egypt.

He directed the plans for the commanders and sent soldiers out to battle while maintaining his righteous character; he was never biased or unjust towards anyone. He was a self-contained, wise and firm leader. he fought corruption, defended human rights and worked to help the poor. He would often visit people during night so that he could listen to their complaints in order to help the needy. This made him able to strive for social justice for the oppressed. Omar was well aware that he would be held responsible on the Day of Judgement for the welfare of the Muslim community under his caliphate. He is known to have even cooked and carried food to hungry people and would stay with them until they ate their fill. He sympathized with abandoned children as well and allocated money for their nursing, raising and housing.

Omar was also concerned about the Muslims of distant lands. He would ask his commanders to describe the countries and battlefields they had come across and would ask everyone passing by about the news of wars outside. He personally traveled to al-Quds in Palestine to come to terms with the rulers there.
